The Family Subsistence Supplemental Allowance (FSSA) is a new initiative to increase the Basic Allowance for Subsistence and remove military families from the food stamp program.
- Service members (SM) on active duty receiving full or partial BAS are eligible. Note that this does not include Soldiers in basic training.
- FSSA is voluntary.
- If the SM is in a non-pay status, they are not eligible for FSSA. Note that this does not include Soldiers who receive a no pay due because of deductions and collections. It does apply to Soldiers in AWOL status.
- The maximum entitlement is $500 per month.
- A family that does not qualify for food stamps may qualify for FSSA.
- If a SM is geographically separated from the household, the SM will be considered part of the household for the purposes of FSSA.
- Only dependents who normally live with the SM will be considered part of the household for FSSA.
- FSSA requires annual re-certification.
- If a SM is eligible for food stamps and also for FSSA, the FSSA entitlement will be the calculated FSSA amount or the amount of the food stamp entitlement, whichever is higher, not to exceed $500.
- FSSA income must be included when applying for certain other programs based on income, such as school lunch programs, WIC, and earned income tax credits.
How do service members apply?
ACS will pre-screen and counsel potential applicants.
FSSA will be certified by chain of command upon receipt of documents from ACS
How is FSSA eligibility determined?
Household income is determined based on program guidelines. Then, the income and household size is compared to the table. If household income exceeds the amount listed for the household size, the SM is not eligible for FSSA. If the SM is eligible, the entitlement will equal the difference between household income and the amount on the table. If the SM is receiving food stamps, and the food stamp entitlement is higher than the computed FSSA amount, then the FSSA entitlement will be the same as the food stamp amount. FSSA cannot exceed $500.
FSSA Chart for Soldiers Assigned to Fort Detrick
A new chart has been created to easily identify Soldiers who qualify for FSSA. This chart is only for service members assigned to Fort Detrick. The Soldier's income is based on gross basic pay (by increment), basic allowance for subsistence, and basic allowance for housing for zip code 21702. The household size is equal to the total number of family members in a household, including the sponsor. The "Income Threshold" is the Gross Monthly Income Eligibility Standards listed on this web page. Unfortunately, only E4s and below, under certain categories, qualify for FSSA. Again, this is for the Fort Detrick area only.
The dollar amounts listed are gross household income, before deductions are taken for taxes, FICA, etc. Add an additional $315 for each family member over eight members.

- Alimony and child support
- Unemployment and workers compensation
- Veterans benefits
- Annuities, pensions, and other retirements
- Other payments not excluded
What is excluded from household income?
- Income of students under 18 years of age
- Loans, grants, and scholarships
- Income tax refunds
- Insurance settlements
- Payments from federal earned income tax credit
- Federal energy assistance payments (except those made by TANF)
- HUD utility reimbursements
- Reimbursement for medical and dental care
- Value of food stamps
What is included in military pay?
- Basic pay
- BAS
- BAH or cash equivalent if quarters provided
- All bonuses and special incentive pay unless specifically excluded
What is not included in military pay?
- Overseas and CONUS cost of living allowances
- Family separation housing allowance
- Travel and transportation allowances
- Clothing allowances
Re-certification is necessary when:
- Monthly household income increases by $100 or more.
- Household size decreases.
- The Service Member is promoted.
- The Service Member relocates due to a PCS move.
- Annually (1 February each year).
